Step by step guide to flashing?

I have an XFX R9 290 Core Edition 4GB, that I would like to flash using a modified 390X BIOS, essentially giving me a 3-5 FPS boost, as well as tightening memory timings. This is the BIOS I would like to use, suggest a better one if you'd like:

My GPU has Elpida chips and I want to use the modded memory timings AND the modded stock voltages, so I will use the '290_ELPIDA_MOD_1.7' BIOS. I have the ATI Flash that came with the BIOS .zip file, and I also downloaded one that I unzipped into my C: Drive, called ATIWinFlash with a bunch of DLLs and stuff. Can anyone give me a step by step guide as to how to do this? I have a basic idea but I don't want to screw it up, even if my card has dual BIOS.

I've already backed up my stock BIOS to a .ROM using GPU-Z and returned my card back to stock voltage, power limit, clock speed, etc.

 

Can I do this all from Windows or do I need to boot from a USB?
