You need to attach your image to the guys face on a video editing software. Or set it up so that it will move identically. It's not easy and you're gonna need some time if someone gives you the exact steps and everything works. If not, then who knows how long it will take you to do it.

How do i use that?

Is the tutorial on how to do this hard to learn?

Something that is hopefully easy to learn

It's called point tracking. You can do the same thing in Blender.

Like i have seen videos where the guy freezes frames in what i assume is some sort of adobe software, and he constantly drags the guys face whenever it moves every frame. I wanted to do that beacuse it seemed the easiest.

So adobe after affects point tracking

I have seen people do this manualy by freezing frame constantly whenever the character moves and moving the face over

Is that what point tracking is

or am i mistaken?

Point tracking is intelligent selection of a specified point/object in a video/gif/etc to be tracked by the editing software. Freezeframe editing takes a long time and isn't recommended if you have the software for point tracking.
