It depends on what you are comfortable with.

 

What brand motherboard is it?

 

I assume Max-non turbo runs the processor at it's maximum 'stock' frequency while max-turbo uses the stock turbo boost frequency.

 

That or they are pre-set levels of overclocking. Try them your self, monitor the temps, and or any boost in FPS. Then decide for yourself which is better for your needs :)

Max turbo is going to boost your CPUs clock speeds higher for a short time "max" instead of just turning it on. I don't think the S series can be overclocked if you wanted to get an overclocking cpu you should go K. S isn't even unlocked I don't think. The 4690s is a low power cpu more for prebuilt computers and shit thats meant to be used with the shitty stock intel cooler.

the S skews are used in All in One PC for low power and low heat outputs

 

 

putting to Max turbo will activate the turbo boost to one core for longer periods

 

but the heat output will be higher and AIO PC cooling are not that fantastic so it may shorten the lifespan of the CPU

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
