I want a gaming build that matches the price of a next-gen console ($350) and lasts as long as a next gen console (3-4 years without the need to upgrade). The preferred resolution is 1080P at 60Fps and I am ok with playing on minimum to medium settings.

I dont think the xbox one nor the ps4 can run 1080p at 60fps

I was trying to get into pc gaming because it's much more fun and you can upgrade your parts instead of just going to waste

First off, if you are looking to spend money to join PCMR ;) i would suggest at least 400$ for the PC itself, 

if your asking for a moniter, keyboard/mouse, os, and the PC itself for 350$ i would say that would be virtually impossible without getting used parts

 

wouldn't a build with a 380 achieve that

Game and their engines can change in the future making them more powerhungry, ect we cannot predict the future
