PCIE 4x for GTX 680?

Hey guys, I'm looking to upgrade my computer and am looking in the used marked (lets say Scrapyard wars has inspired me) and I found a Gtx 680 for a good price.

However the catch is that one of the capacitors was chipped off when removing the card so it only performs at PCIE 4x speeds. Would this severely decrease the performance of the card (for 1080p)?

Coincidentally, this was the first LTT video I watched way back in the day when I was concerned about my motherboard that only supported 4x: 

 

There is a slip for the dual gpu, but does it matter for single gpu?

Also would it be possible for me to re-solder a capacitor on?

All I know is that you would be able to re-solder the capacitor on as long as you find the same type of capacitor that was there before. I believe the 4x performance will decrease the performance of the card by 15-30% depending on the game
