It will run. but be prepared to lower all the settings so low it won't really be playable. gta eats processors and that 260 is simply too old, sorry.

i saw this at a friends house, he was doing it on the iGPU of a i7-3770 with 1 GB of vram, he couldn't even run 1080p at the lowest settings because the vram was 1 GB

It will run on your system, certainly, but low settings only and it will chug at times. That cpu is simply not strong enough for modern demanding games, and that gpu is even worse off, barely having enough vram for a modern game at all.

If you run it at 720p, you could very easily run it at low settings, but on 1080p, you will struggle. The ram will bottleneck if your system isnt super clean, your gpu will bottleneck performance, and the cpu will bottleneck performance.

What pc specs will I need to run gta then? Is an i5 4460, an asus 960 and maybe 8GB of Ram?

yes, that would be pretty good :D

but the R9 380 has 3 or 4 GB of vram, i'd recommend that one since gta eats vram
