Help picking a dislpay/monitor

So I know nothing about monitors. I just need some help with picking one. here's the stuff I like:

 

I don't know much about monitor pricing, but I am on a very strict budget so as cheap as possible.

 

What's most important to me is the picture, I want it to look as good as possible for the price.

 

this will be my main monitor so swiveling on its side is not important.

 

This is for gaming.

 

I am semi-competitive, mostly casual, so that kind of stuff isn't that important to me, but I'd like the picture to update as fast as possible. I watched Linus's video and he talked about the picture updating and the pixels changing. I don't care about how fast the pixels change color.

 

I will probably get one used from somewhere like Craig's List or eBay.

Get a 24" 60hz 1080p IPS panel, can buy them brand new for $100ish at the low end. $150 if you want a nicer stand

 

The other option would be to get a TN panel with a 120hz+ refresh rate, but the color quality on them is not as nice
