Keyboard not powering on when booting up (TL;DR included)

When I boot up my dad's old computer I need to press [F1] to launch into windows.

The keyboard doesn't power on when I start the PC thus meaning I can't launch windows or even enter the bios.

I have tried different keyboards in each USB slot with no success.

I have also tried different keyboards in the PS/2 slot which I get the same result from each one (The keyboard powers on for 1/10 of a second) This isn't enough to do anything as there are no options on the screen to do anything yet.

I believe it is something to do with the PS/2 ports 'ground' wire (Don't ask me how I got this information long story)

Any help is much appreciated.

Specs

foxconn AM2 motherboard

Antec 500w 80+ PSU

TL;DR

Keyboard doesn't power on on boot up, tried every port.

Can you provide more information about your system specs? We need to know more than just your mobo and PSU.
