WTF WINDOWS?

So I'm trying to play Fallout 4 when I notice huge framerate drops (~10fps) when I notice windows (Or what I think is windows) Is hogging up all my disk usage, using nearly 20mb/s. In this picture it doesn't show 20mb/s but it was doing it moments before the picture

Windows update followed by a System Restore Point being created, most likely.
