Are pre loaded settings good? If not what settings do I have to change to overclock my I5 4690k?

If you are mentioning the auto ovoerclock settings on the motherboard's they are generally not that good they tend to give a lot more voltage than needed for overclocks and not dial them as high.

But they are super safe then? Just that I am not able to overclock that high.

Depends, usually you want to keep voltages as low as possible for efficiency and lower heat output. Most I find don't do a good job since they just apply way more voltage than needed. For overclocking it depends solely on the chip so some overclock better than others try to dial it in to find that sweet spot where the voltages need to go up a lot for only an extra 100MHz.

For auto OC's I had tried an on after doing my own overclocking to see what it would give and it apply something around 1.32V for just a 4.5 or 4.6ghz OC before which was just way more than needed when i could do 4.8Ghz  with <1.3V on my 4790K.
