You should start investing on a better screen first a 950 will max all games at this resolution.

not at 60+FPS i have a 1600x900 screeen and my 970 can't quite max out a couple of games, GTA V being one of them. Though it doesn't perform that much better than my "old" 260X.

 

the 380 should be perfectly fine for that resolution. may have to drop a couple of settings, and don't expect to max out anti-aliasing.

I'd say get the better card if you can, less likely to regret that choice.

At that resolution, you shouldn't need more than 2-4GB of VRAM. The 380 will perform just fine at 1050p.
