The problem you are having is that the firewalls and all that are seeing peer to peer traffic, and limiting the bandwidth. Not that I condone such actions, but you might be able to look into SSL torrenting, I know better sites have that. That shouldn't be throttled as it would just be a connection through SSL. I have never tried it though, so I have no clue if that will work.

I had this problem when I lived in a staff accommodation that had no wifi so I resorted in tethering.  I was on an unlimited internet plan with an iPhone 4 but after about 5GB of data I was throttled down.  There is no smart way to get a round this the only thing you can do is get a internet plan like me.  I got a 20GB plan and my carrier evan let me have 2 sims for my account so i could use a duel sim router to get higher speeds.

Anther tip i can give you is to get netflix its more instant and reliable than torrents and wont chew up your data.

Also the cost is not that bad i was paying £15 a moth for 20GB 3G internet plus £6 a moth for netflix thats £21 a moth plus the one off cost off a good mobil router of cores but i pay now £35 a moth for unlimited broadband.

Schools, companies etc all do a rather good job at monitoring networks and what people are doing. I wouldn't suggest trying to bypass any kind of throttling they are doing to stop you from torrenting. It could get you into trouble. Just do it off campus and save yourself the hassle. Or use tethering.
