applications have performance issues

I got win 10 running on a fx6300 with low cost dual channel 8gb ddr3 ram. I am using some SanDisk SSD for the os and a seagate Barracude for data. GPU is a geforce 730gt, mainboard is from asrock,psu is rated at 550w. System was running just fine up until now.
Problem is: after restart every menu and program is loading extremely slowly when first executed after restart (taking up to 3 minutes to open) but after it loaded u can close and reload it at a speed that you would expect of this system. This includes the task manager,store, all the right click drop down menus, installations etc.

I already checked for errors in the system files, the ram, the temperatures and got all the latest drivers installed.

CPU usage seemed to be pretty low at about 0-9%.

If someone could help me, that would be great.
