These are from bulk licenses which are technically not for individual sale, but MS doesn't seem to care

That's actually as far from true as can be.

 

They are completely legit - yes. Meaning: 99 times out of 100, they will activate and continue to function for the life of your computer.

 

They are not legal, however. At best, they are in a legal grey area.

As @sirtoby specifies, these licenses come from bulk license groups. Often MSDN (Also used to come from TechNet), or volume purchased licenses that were acquired for very cheap.

 

That is 100% against the license agreements for those licenses. Microsoft actually does care, but there's not much they can do about it. /r/microsoftsoftwareswap is actually pretty much the sole reason why TechNet was shut down. People would sign up for TechNet ($150/year) and you get 2 licenses to every Microsoft OS/Software product (And each License can be activated on up to like, 10 PC's). They would sign up, and then sell the licenses for the hot sweet monies. They would sell them via Reddit, hardware forums, eBay, G2A, etc.

 

Now, people with MSDN accounts still do this, but MSDN is a lot more expensive - and Microsoft would be committing developer suicide if they discontinued the program. So Microsoft is in a bind. They can't really stop it from happening, but they sure as hell don't want it to happen.

 

But down to the final point: Is it safe to use? Yep. You likely won't have any issues - and the sellers will often (but not always - no guarantees) give you a new key if the one you bought fails after a while.

 

@KnigHTLol123 Can you please post the PCPartPicker build of your new PC? What is your budget? If you're spending more than, say, $500, then yes, you can afford Windows. Compromise elsewhere, and buy a legit copy. But let's see the build first before we come to any conclusions. We might be able to tweak your build and maybe even save you some money or get you better components for the same price.

Just out of curiosity, why did you choose the WD Purple 1TB HDD? Was that the cheapest 1TB HDD you could find? You should just pick the cheapest one (As long as it's from Seagate, WD, or HGST). Usually WD Blue or Seagate drives would be cheaper than Purple (But this might not be the case maybe?)

I'm mostly a novice when it comes to picking out parts. I have experience in putting PC's together but i wanted to find a good quality one with 5900+ RPM for a fast read from the HDD. If you can point me towards something better i would appreciate it.

One final question, do you actually need the DVD Drive? No problem if you do - in case your mom will actually burn CD's or read DVD's or something?

 

If not though, you can save $20 there too.

Yeah she uses DVD's still but i do have an old optical drive in my spare parts bin not sure if it would work though...

Do you have a desktop PC you can test it in? If so, re-use that one and save the money.
