The 295x2 is already 2 GPUS.  Adding another 295x2 gets you 4 way crossfire.  Yes, your fps will be amazing but there will be lots of micro stuttering.  I would SLI 2 980ti's.  It has the best price/performannce.

Really the only reason why you would want to go with two Titan X's and not 2 980 TI's is either bragging rights or you have multiple 4K Displays that will put that 24gigs of GDDR5 to work.

I am going to guess that you want a gaming PC, so that's what I will help you with.

Intel Core i7 i7-4790K CPU (http://www.amazon.co.uk/Intel-Core-i7-4790K-Socket-LGA-1150/dp/B00KPRWAX8/ref=sr_1_1?s=computers&ie=UTF8&qid=1447401560&sr=1-1&keywords=intel+i7)

EVGA Nvidia GeForce GTX 980 Superclocked Graphics Card (4GB, GDDR5, PCI Express 3.0) (http://www.amazon.co.uk/EVGA-GeForce-Superclocked-Graphics-Express/dp/B00NPRH4YU/ref=sr_1_3?s=computers&ie=UTF8&qid=1447401643&sr=1-3&keywords=gtx+980)

HyperX FURY Series 16GB (2x 8GB) DDR3 1866MHz CL10 DIMM Memory Module Kit (http://www.amazon.co.uk/HyperX-FURY-1866MHz-Memory-Module/dp/B00J8E8Y5C/ref=sr_1_1?s=computers&ie=UTF8&qid=1447401820&sr=1-1&keywords=16gb+ram)

MSI Z97 Gaming 3 Intel LGA1150 Z97 ATX Motherboard (4x DDR3, 6x USB3.0, 6x USB2.0, GBE, LAN, HDMI, DVI, DP, VGA)(http://www.amazon.co.uk/MSI-Z97-Gaming-LGA1150-Motherboard/dp/B00K8KJ6Y8/ref=sr_1_3?s=computers&ie=UTF8&qid=1447401918&sr=1-3&keywords=1150+motherboard)

Corsair CC-9011059-WW 780T Graphite Series Windowed Full Tower ATX Gaming Case with LED Fan for PC - White (http://www.amazon.co.uk/Corsair-CC-9011059-WW-Graphite-Windowed-Gaming/dp/B00LA6ZLGQ/ref=sr_1_7?s=computers&ie=UTF8&qid=1447402008&sr=1-7&keywords=Corsair+case)

This might seem a bit over the top, but with the new games getting more and more demanding this PC will be future proof. If you have some more money I would say you should invest in some DDR4 RAM (you are going to need a compatible motherboard for this).
