Windows 10 Limited Connection

Hello I moved to college in August and since I have moved to college my internet connection has always been limited (using Ethernet), and I had paid no mind to in until about a week ago when I realized that my windows wasn't updating the same way that it use to.

So I was wondering if anyone had any solutions or could help figure out a fix?
