No need for a 6600k if you're only getting a 7950. Someone will give you a better build.

Illegal? Buying it from G2A or Reddit is not illegal....

 

If you don't like buying it from other people then G2A is another option. Completely legit, as others will tell you.

And as some others will also say, it's not. I personally don't care if you buy from there or not, just personally don't think it's a good idea.
