Yes, you can, if you want to. Not sure why you'd want the loudest fans that in the history of mankind ever have been called "quiet" on a CPU cooler, but you can.

 

also is the hyper 212 evo a good cpu fan for overclocking a amd fx-6300

 

It should suffice. Personally though, I'd always go with a BeQuiet! Pure Rock over a Hyper 212 Evo. It costs the same, it performs the same (marginally better, in fact), but it looks much better.
