What PC can run these parameters?

I want to build a PC for my friend that can run these parameters:

 

-Can record Minecraft at 1080p60fps 

-Record Minecraft at 1080p60fps with Minecraft at maxuim settings (w/OptiFine maxuim)

-Can record record CS:GO at maxuim settings at 1080p60fps

-Whilst recording at 1080p60fps i should have greater than or equal to 60fps (with maxuim settings)

-While recording at 1080p60fps at maxuim settings with greater than or equal 60fps w/ a program like Chrome of Skype open

 

What is the cheapest price for JUST the tower? Thank you for your answers

neither of those games are very intense.. you could easily get away with like an i5 and a 380

while this build may be enough to play the games... probably not gonna be good enough to record them hence the i5/380 suggestion

if you like shadow play you could get a 960, you wont be playing games that will be hindered too much by the small memory bus

 

and see my above comment as to the i3/750 ti build suggestion

the other guys build is basically the same he just went with a more expensive case and mobo

the 960 is comparable to the 380 but the 380 is more powerful you just dont get the nvidia specific features

My has a Z97 board, He can always upgrade the CPU later and overclock if he gets a K version CPU

i just picked the cheapest case that could fit the gpu lol.. cases are always subjective anyways. some people like em plain and some people like em to look like something out of a space ship
