how does crackers get the decrypting software from steam on pre-loads?

I've always wondered how crackers manage to make a pre-load unlocker program. cause i mean steam does it automatically without using some kind of software (i think) so how the hell does crackers get that unlocker. does any1 know how they manage to create the unlocker?

Yes,they are good people and really humble,sometimes they put in the cracks or in the game some bitcoin miners and virus,but you know,it's fine
