I would get a different gpu maker for your graphics card, asus raedeon cards arent that great (from my experirence) get a saphire,xfx or gigabyte card

you can probably ditch the cpu cooler since you dont have a k series chip, take that money and put it in to a better psu, pretty much anything from seasonic or super flower, also the g2 b2 gs series from evga or the hcg from antec

 

and lastly i would try to fit an ssd in to your budget you will love the snapiness of your pc

that cheap psu you bought will make more noise than a stock intel cooler lol plus you run the risk of it blowing up your whole pc.. you really dont want to skimp on the psu and you can buy an after market heat sink down the line when you have a bit more money, get the better psu and ssd now if you can

If you want it to be silent, http://pcpartpicker.com/p/xqj6wP - Sapphire's 390 also has zero-fan mode and can actually cool the card. Also, no HDD so no noise from that.

most definitely, i wont build a pc without one (unless they have like a $300 budget)

 

just stay away from the v300 series from kingston, its often the cheapest option for alot of people but its not a good ssd

Changed PSU to  BeQuiet 550w L8 and ill try to cram an ssd in htere
