You can make one using an ISO for Windows 7, 8, or 8.1, or you can get the easy Media Creation Tool for Windows 10: http://windows.microsoft.com/en-us/windows-10/media-creation-tool-install#

What is the purpose of a CD drive(since most games are sold online like Steam or Origin)? If I don't have one how would I download windows?

Sorry if this is a stupid question

Just install Windows off a USB.

For people like me, not all games are on Steam, and I personally watch DVDs through my PC even though there is a 40" TV behind me, due to the convenience. If you want to put Windows on a PC, the recommended method is to buy a key from either Microsoft's site or /r/microsoftsoftwareswap and then create bootable installation media in the form of a USB flash drive.

Optical drives on computers are becoming less popular because of all of the alternative installation methods available today.

You can get external USB powered DVD/BR players if you need it. Also Installs can be created on a USB drive, bootable, in the case of an OS installation. (The Windows 10 physical media is a bootable thumbdrive)
