CORE Voltage

My Core voltage on my stock FX-4350 is sitting on 1.368 while idle.This is at optimsied defaults BTW.When I stress test my CPU,the voltage drops down to 1.332 Volts.What does this mean?Shoudlt his be happening?My CPU is cooled by a 212 Evo and didnt exceed 47 C,also mobo has VRM heatsinks.

I am also noticing it dropping to 1.356 when refreshing pages and doing shizzle.
