Window 10 critical error

I just built my PC and have Windows 10 no problems until recently I bought a canon printer and I'm pretty sure that's not the issue but I got the critical error start menu and cortana are not working and well fix it the next time you sign in, and it gives you the option.

Well I've tried all the ones I've found and even made a new profile and nothing so if there is anything someone can do it's very annoying

specifically what does the critical error says?

 

 

does windows repair fix the issue?

 

 

the last resort will be to re-install the OS

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
