Not necessarily true depending on their budget, which it would help to know OP. The cheapest 950 I've found is $150 whereas the cheapest 750 ti I've found is $90. That $60 could be a big deciding factor depending on budget.

I would get the i3 instead fro for gaming, it has better single core perfromance. And since you are already budgeting for 100-150 pounds get a 4GB 960 (4GB r9 380 costs a lot in the UK) for 155 pounds or if you can pull 5 more pounds get the r9 280 for 140 pounds. The 750 ti usually costs 80-100 pounds so why pick it if you can afford better?

Is the 750 ti a good card for a budget build? It depends on what you expect. If you play at 1080p with settings turned down to get 60 fps then yes. Lower than 1080p is even better. Maxxed out getting 60 fps, no.
