Q. If your mobo have a USB 3.0 header and your case have 1, 2.0 USB Port on the front panel, will you be able to use the 2.0 Port?? (It may have been phrased awkwardly.)

Pick a Cheap and decent MSI or ASUS MOBO and pick a case if you guys don't mind 

Budget for Case: $30-$60 Plus Tax and/or shipping (Newegg, Amazon)

Case-NZXT 210 Elite black or Corsair Spec 02

Mobo- Any cheap H97 or Z97 board with the color scheme and USB 3.0 if you want it.

Yes, youll be fine going from 3.0 to 2.0.
