Not sure about the UK, but if the gov't makes them they charge tax then they charge tax, if not It technically is your responsibility as a citizen to send in the tax due.

 

EDIT: also...It's worth noting before ordering, however, that Newegg has no direct UK logistical presence; items ordered through Newegg Global will be shipped from the US to the buyer's country, with the company's checkout system estimating the tax and other fees to be paid during customs clearance.

in the US online retailers have to charge tax if they are selling to someone in the same state as one of their buildings

the easiest way to check is to put something into your cart and enter your postal code

If there is a newegg near you, then yes, they charge taxes. Im not from the UK but hear in the United States, if you live in California, Indiana, New Jersey or Tennessee newegg charges taxes, every were else is taxes free.

Newegg might not charge you tax but HMRC will when they sieze your order at customs and send you a letter by second class post telling you about it.

 

It will delay you getting your stuff by a few weeks and the newegg price with VAT will be similar to the Amazon price with it already factored in
