I would but i don't want to go much more over my budget... should I go for a 970 instead?

I would say that is a VERY good idea, go for either a 970 or a 390 to save a few bucks.  You have a good monitor, but with it being only 1080p, it would be overkill to get a 980.  I personally can run BF4 @ all ultra @ 1080p usually above 90FPS with my 390 and 4690k (neither are OC'd).  I would do that and then get an SSD and stick with your HDD, (again, I have a 1tb Segate in my rig for storage and a 240GB SSD for boot+ main games)

You don't need a 980 for 1080p. A 390 will max out most games at 60fps. I added an SSD and changed the PSU.

I'd personally go with a R9 390 8GB. You could buy a 390 + SSD instead of the 980.
