I lost my original charger for my speaker. (speaker) DC In 10v 1.5A and (charger)  DC out 9v 100mA

 

Is it safe to charge my speaker with this other charger???

 

No that charger does not have the right voltage and is not capable of the 1.5Amps or more than the original unit had.

If it's a battery powered unit it would usually not charge at all since it's not able to give the necessary amperage to charge, if it's a wall powered unit without a battery your wall adapter would basically not be able to give that much wattage to the unit but may try to so it could possibly overheat and die.

You would require a unit like this for it to work, btw what kind of speaker is this since 10V DC at 1.5amps is a bit of an odd voltage:
