what you can do is send from the cable/sat box to the tuner. Then using a ir blaster, you can use your pc to control the box and change channels. Its the best you can do to still be able to access all channels.

otherwise, all you can get on the tuner via direct cable is the basic channels that any normal tv would get with no box attached.

Satellite cable boxes don't use a traditional tuner so far as I know. I'm not 100% sure about that, but I'm fairly sure that Tuners only work with Cable tv signals and broadcast air signals.

Can someone confirm this?

 

Alternatively you could use a capture card to capture whatever specific channel you're watching.

How would you set an IR blaster? I am thinking of getting a tv tuner as well, but I have dish and would love to be able to record shows on my media server. How would you set it up to record and switch channels?

With Dish you are pretty limited. Tuners are designed for cable either over the air or with a cable card ( cable only ). You could route the video into your media server from your box and use some kind of capture card to record it. That might work but it would be expensive and a pain to use i would think.
