My friend has a crappy PC that he wants to upgrade with a 750ti. My question is: is the PSU he has enough/ do the responsible rails deliver enough power since the only powesource for the 750ti will be the PCIe slot.

Problem: how do I upload the picture from my phone. To I need to transfer it to my PC :/ (iOS 9 btw)

It is possible to upload via mobile site.

Do you have the wattage of the PSU? The 750Ti pulls around 60watts I think, so it's likely going to have enough power, though if it's a crappy PC, the PSU will probably be a no-name PSU, which you would want to replace.

It said something like 280 watts at 24C and 240w at a higher temp I don't remember.
