Personally I would get the 970, and a stock cooler.

 

also check the price of a r9 390/ r9 390x, as many people on the forum seem to like them better

Why are you trying to decide between a CPU cooler and a more powerful GPU?  That seems a little like deciding if I'll have pizza for supper or change my car's headlights...
