Wondering what experienced builders would recommend for a CPU + graphics card combo would be for my budget:

 The i3-4170 and the msi r9 380, or the i5-4460 and the EVGA gtx 950

Since the GTX 950 performs so close to the GTX 960, go with the i5+GTX 950. The i5 4460 will also be better for playing games in the future than the i3.

Id say 4170 & 380 but Id better to know your budget.

Typically you want to spend about double what your CPU cost on your GPU in order to try to match the bottleneck of the CPU with the GPU, so the i3 + r9 380 is a good match. The reason you would for for the i5 with the gtx 950 is if you were planing to upgrade the GPU later

If you are building new, take a look at skylake i3 prices. Down the line when you want to upgrade your cpu, you will have more options. Probably the z170 is still going tobe arpund while the haswell parts youwillbe able to find are second hand.

That is another option-but Skylake is still more expensive than Haswell.

Yeah. In German prices it is a slight difference in price (about 50 euros if you go ddr4 iirc) not sure how the rest of the world fares. Truth is, intel's processors have been so good these past generations that even in 3 years time an i7 4790k will be all you need.

Even Sandybridge is lasting a long time. I myself could have gone to a 6700K when upgrading my rig, but I decided that since I already had a H87 board that can handle and overclock my i7, and an i5 4440+DDR3, I might as well just go with a 4790K and use the older parts as spares. And TBH, the difference between a 6700K and 4790K really isn't great enough to justify the added cost of DDR4 RAM (or it wasn't at any rate).
