consider this. sorry, i don't know much about monitors these days. grab the os from reddit or g2a for cheaper. add an ssd if you can afford it after the monitor and os. i would get a ssd plus, ssd 370, bx100, or an 850 evo for the ssd.

for this budget, i would get the 4590 cpu over the 4460 because it's close in price and the 4590 has a higher boost clock.
