I'm thinking of i3 6100 or 860k, maybe even a newer oc'able skylake pentium processor.

As long as it doesn't bottleneck the 950 it's good. 

 

As cheap as possible.

Any semi-modern processor will do, both that you listed would do fine. (biggest difference is Intel has an upgrade path, AMD doesn't, i suspect the i3 will still give the 860K a hefty beating though)

Um, AMD's architecture is old especially the 860K even in being a new proccessor. The pentium g3258 is a good choice and with a good cooler on it you can overclock big time. Even somewhat comparable to an i5 and i7-series cpu

except some games plain refuse to run on two threads.

Yea I heard Farcry 4 doesn't run on 2 cores? Hope they patched that...

theres also a bunch of games that run at less than half the speed on a dualcore as they would on a quad core with equal cores.
