Hacking is about Social Engineering, Get there Skype, Collect data from the (name and city all you need) and when you get there name and city do some researching on yellow pages for people with same last name. Once you figure were they live you can do shit to them, Figure out there e-mail then  them an e-mail with key logger virus. After that key log them and have fun!

Unless said hacker has hacked into your ISP as well then there is no chance.

 

An IP contains no personally identifiable information.

but if someone logged my ip and knew who i was, then posted it on a website like spokeo, would they be able to find me?

OFF TOPIC: I suggest every poll from now on to have "**CK EA" option instead of "Other"

Your IP isn't going to help in this situation. However depending what you mean by 'knew who I was' then they might be able to find you anyway.
