Hi, what do I have to take into consideration if I want to build a quiet PC? Thanks.

If you want pure silence, you'd have to eliminate as many fans as possible (or any moving parts for that matter). A case that supports 200mm fans would be good as they're basically silent and move tonnes of air :P

Is watercooling a more quiet solution?

that heavily depends on the parts you use. some pump and fan combos can be louder than some air cooled solutions.

if you really want to go for superior silence you'd have to go for passive cooling. tough that leaves very few possibilities for overclocking and stuff like that.

Passive cooling is cooling without a fan and is just a heatsink. I would recommend getting a case with noise dampening such as the Fractal Define R5

Having a quiet PC is purely about component choice i.e. the parts that can or do make noise. Generally speaking, a PC that focuses on low RPM air cooling can be effectively silent in many situations while cooling better than a passive setup. An entirely passive setup is largely unnecessary with good quality 140mm fan @ 450rpm and can be inaudible at 1m distance.

It's worth looking here for pointers on component choice for a quiet machine, although you will of course need to make your own decisions about about end use: gaming / workstation / video editing etc depending on your priorities.

 

Case fans, HDDs, PSUs, GPUs, CPU fan/heatsinks etc can all make noise, but selecting suitable versions of these (along with a case the blocks direct line of 'travel') will yield a very quiet setup. I can go into specifics when I've got a bit more time.
