On a GT 730? No. The only instance I've seen where it affects performance is on a 960 4GB. The 128 bit bus physically can't even use 4GB of VRAM, making the 4GB card pointless.

Yeah it refers to the maximum number of 'bits' or data that can be transferred at a time

It depends on the load and usage. A 730 will not see any difference. Quality as in build quality? No. Performance? If the card is strong enough, yes. When we refer to video cards as having 128-bit, 256-bit, etc memory buses, it's how wide it is. How much data can be transferred per memory clock.
