$1300 AUD build

So if you guys saw my post yesterday, here are some things I have changed, but if you've never seen this before don't worry about this sentence.

So, my friend is building a gaming PC woth a budget of $1200-1300 including peripherals. I've made 2 lists and I want to know what suggestions you guys have. He will be playing mainly FPS's at 1080p60hz. He doesn't seem to keen on buying windows on reddit, but if you guys know any reliable seller, could you please link me? Some other questions are:

Is the power supply I've chosen reliable?

How noisy does the corsair fan I've chosen get?

List 2 is the best build, and that PSU should be fine. However you should be able to get a better one. I'll quickly edit the list.
