Hi I have been trying to buy some components for my new pc. And I need to know if this setup will work.

Yes but I have no idea what that cooler is so I don't know anything about it. Someone is going to tell you that an R9 3XX is better and also please make sure your PSU is from a reputable brand and is a reputable model. Im told anything from Seasonic, EVGA GS/G2/P2 and other ones I don't remember

 

Edit: If you give a budget someone will make you a PC that gets something around the best performance for your dollar. So maybe throw that out in there

From the layout I'm going to assume it's a pre build in which I'm gonna say don't buy it
