OBS/Twitch streaming ideal CPU usage %

It depends on what game you are playing, if you are playing universe sandbox compared to tetris, since if you only have x ammount of CPU power left over, then you might not be able to run your game at 60 FPS

also, if you reach 100% the CPU will turboclock, which will bring the % down for a while.

Occasionally reach 100% with a 4.6 ghz 4790k, but without dropping frames or losing framerate ingame

100% would be best. But I've got 4770K to 60% while streaming. Note, CPUs performance won't change much when it hits 100%. You can notice it maxing out when game slows or you drop frames. Then it time to lower streaming settings.

Shouldn't be too bad, for streaming though, more cores = better quality. I had to get a 10 core Xeon just to stream Minecraft at anything higher than potato quality.

Something must of been wrong then, literally almodt anything can stream minecraft..

Nope. Pristine custom build without any bloatware or viruses. I had all my drivers, and there were no incompatibilities. What most people don't think about is that although Minecraft is a relatively simple game, it's render engine is so poorly optimized it's hard to get 60FPS on a GTX 760.
