An OS was probably installed on it at one point. Your gonna have to clean the drive using diskpart.

Right click the blue part, and select "Extend Volume"

It looks like he did right-click on it, no?

yes in the screenshot it is right clicked. that is the only option.

My advise as mentioned is to use MiniTool Partition Wizard.

Having drives with other OSs from other rigs usually results in such irremovable partitions. using tools like the recommended one is a great solution to go for. Just for the information, I would also suggest that filling the drive with zeros should completely wipe everything from it and reset it to its factory defaults with one big unallocated partition. :)
