I'm guessing the settings people are referring to are like 16x AA or something because I never go over 2.5 GB  even with supersampling on, though my advice is the same get the 390 unless you need certain nvidia features

Can you recommend a good budget psu around 650watts?

Modular or no, and price range?

XFX TS is cheap usually and a SeaSonic unit. Antec High Current Gamer if you want extra quality. 550W is enough for a 390X - 650W will give you a lot of headroom for upgrades :)

I ate my 3GB with Skyrim modding so fast it's not even funny :D

Witcher 3 is also going over 2GB with certain settings :)

Skyrim, is a special case due to the modding, as for the witcher I got it to 2.5 gigs which is the max I've seen with 1080 but as I said I still recommend the 390, I'm no one to care about brand unless a brand burns me

Haha okay xD

Can you or someone recommend some good PSUs around 150$?

You don't need 150 for a 650 W, and if that's you budget then don't get modular I recommend the g2 out of the 3 I threw or a seasonic fully modular

SeaSonic X-series 750W is what I'd go with at that price point :)

wat? i'm playing on ultra with DSR (about 1440P) and it uses about 3.5GB on my 980 Ti

I'm playing at 1080p very high, with tessellation and grass on high, and have never seen it use more than 3.4 GB with 290X and 970.

advanced settings, render distance, shadows, diverse population all maxed?

We can't Benchmark like we used to, but we have our ways. One trick is to shove more GPUs in your computer. Like the time I needed to NV-Link, because I needed a higher HeavenBench score, so I did an SLI, which is what they called NV-Link back in the day. So, I decided to put two GPUs in my computer, which was the style at the time. Now, to add another GPU to your computer, costs a new PSU. Now in those days PSUs said OCZ on them, "Gimme 750W OCZs for an SLI" you'd say. Now where were we? Oh yeah, the important thing was that I had two GPUs in my rig, which was the style at the time! They didn't have RGB PSUs at the time, because of the war. The only thing you could get was those big green ones.

No one plays with those settings. Or at least shouldn't. Even the best CPUs can't cope with such amount of draw calls due to DX11. You'd get low framerates and hitching.

doesn't mean it can't be done. VRAM overload is possible.
