This might be a stupid question but

Assuming u don't hit the vram limit

If u run 2 cards at 1500mhz

Is it the same performance as running 3 cards at 1000mhz ?

No and the reason why is because sli/cf performance scaling isn't perfect.

if it were perfect would that be right?

Would it be better to have 2 cards at 1500mhz than 3 at 1000 due to scaling?

if it where perfect it wouldnt make a differerence but card ussualy dont perform 50% better if htey run 50% faster

so 3 card would be better but they would draw way more power

In theory, yeah

In practice, hell no

2 way SLI/CF gets about an extra 60-70% at best

At best?  Tonnes of times where they approach 90%+...

They're referring to performance gains and not gpu load.
