i would get an i5 if i was you. microcenter has a 4590 for $160 and a 4690k for $200.

A 380 or 960 WONT max out all games in ultra even at 1080p.

my 960 Maxed out CSGO at 900p ( 20% lower than 1080p ) with 270FPS+ Mad Max 70FPS COD AW 65-70FPS BF4 70FPS :) do you really have 960 or 380 ?

those are easy games, try doing like gta5 max settings and witcher 3, shadows of mordor with the HD pack.

Thats a diffrent Story. GTA 5 Max Setting 60FPS :)

Witcher 3 Max Setting 50-55 ( 60 ) FPS :) 

Shadow Of Mordor Ultra Except Texture High 70FPS :)

Bruh, did you even watch those videos? They're not maxed out; those games will not average close to 60fps when maxed out at 1080p with a 960. It doesn't happen.

OP specifically said "i need a graphic can which can run almost all games at ultra".

 

While their English isn't 100% spot on, it's understandable. So, a 960, while it'll max out some games, it won't max out all games. If every game was well put together like Mad Max, we wouldn't be having this conversation :)
