I got my first PC from a build site, because I wanted the warranty and to know it would work.

Had said PC for a couple of years and am upgrading: GTX 980, Intel 6600K, Asus Z170 PRO Gaming Motherboard, 16GB DDR4 and a new case, the only things I'm keeping are the PSU and Hard drives.

The thing I need to know is can i just plug the hard drives into the new PC or will i need to clear them off and start from scratch?

Just checked its the VS 550

Definitely would replace. PSU is one of the most important parts of your PC if that goes out it could take out the whole system along with it so you want to make sure to have a good quality PSU that can handle high components, higher temps and load, good quality capacitors and safety measures in place if anything was to happen

I have an i3 right now, would i need the drivers before I move it over or when its in the new pc?

I would remove the current drivers from the storage, then boot the new rig. It should recognize the operating system and boot up fine.

Example. I got fancy with my overclock and messed up so bad I had to switch bios. For all intense and purposes I had a new motherboard. It booted like normal after I set the boot sequence in the bios.

If anyone asks you never saw me.

I would do complete reinstall to OS drive. You can keep personal files and most game installs on backup drive and just remap locations for them. But going from one mobo to another can be anything from easy switch to BSOD and fresh install needed.
