Would the a4 6300 work to flash it?

Yep, it is a richland cpu, it should do the job. Otherwise the mobo may be faulty

So here's the tldr, I'm building a new computer for a friend, pretty much a league machine, but it won't boot. The CPU is an and 860k with a gigabyte ga-f2a78m-dh3 mobo, and the graphics is a 265 and. I've determined the graphics card is okay by throwing it in my personal rig, but how do I diagnose the CPU and mobo

Is the bios updated to utilize the Kaveri CPU?

This is the problem. You need an older cpu (richland) in order to boot and flash the newer bios to support the kaveri cpu.

maybe you can borrow one from a friend or someone, or get a a4-a6 for 30 usd

Do you know anyone that can flash the bios for you?

 

Probably a computer shop.
