Newly built PC won't POST

I just finished building my new PC and it won't post, that being my said it did say one thing for about a half a second in simple DOS text, "CPU or RAM changed". I don't know if that helps or not but besides that nothing shows up. My monitors just says "no display found". I have cleared CMOS several times including shorting the pins, pressing the button on my MOBO and taking out the battery. I have also tried 3 different monitors and 3 different cables, HDMI, DVI, and VGA. When I turn it on everything seems to be working as everything is spinning and lit up, the only thing I can't tell if it is broken or not is my CPU, as it doesn't have any moving it light parts to it. My biggest fear is that my CPU is dead. If anyone has any idea on how to help me please comment below!!! It will be much appreciated.
