When you buy a waterblock they will cover the entire gpu normally, some are smaller but cover the needed components however I wouldn't recommend liquid cooling a 760...

I have a msi gtx 760 2gb and I want to liquid cool it do other components apart from the GPU need to be cooled eg can I just put the GPU block on the GPU and be done with or do things like vram and other chips need to be cooled ?

Watercooling a 760 isn't exactly particle since its an older GPU & one of the lower teirs, If you want a few steps then done I would recommend the Corsair or NZXT cooling brackets & the AIO cooler if you truly want a liquid cooled GPU but without a full on DIY liquid cooling solution

I was planning on just putting a corsair h80 on it a CPU cooler block but on the GPU obviously it wouldn't cover the whole board as a waterblock would so I wanted to know I'd that okay for the other chips

You should get some airflow going and maybe stick some small heatsink to the gddr5 and vrm.

I have a fx 8350 with a gtx 760 corsairs 16gb 1866 ram 750 watt PSU 120gb ssd boot and 1tb hdd

Not worth watercooling the GPU. I'd strongly recommend upgrading the CPU + Motherboard first.
