Weird shutdown problem

Whenever I shut down my PC from the OS sometimes will shut down the GPU because the monitor screen goes blank but the PC will still stay on as the Power LED will stay lit, the case fans and CPU fan will still keep spinning. So I will hold the power button to shut it down completely and everything stops as normal but I know the PC is still outputting USB power because I can plug in my headset and it will light up to show a standby mode.

 

Is this a OS, Motherboard or PSU problem?

computers still output a small amount of energy in standby

ok but it won't explain why the fans will still spin

If the CPU or motherboard temps are too high, the fans will stay on until the computer falls to a certain temperature.

My motherboard stays a constant under 30C and the CPU hovers 50C on idle so I don't think it's the problem and I dunno why the LED would still stay on

It might be a hybrid sleep that is meant to wake up very quickly. 

The power has to be on for peripherals to wake it, so some computers just stay on and just shut off the display so it will use less power.
